May-Ann Lim

Access Partnership | Asia Cloud Computing Association

May-Ann Lim is the Director for Data Governance practice at technology consultancy firm, Access Partnership, and is concurrently the Executive Director of the Asia Cloud Computing Association (ACCA). She has worked extensively on digital policy, including data governance issues, digital economy development, emerging technologies, such as Web3 and blockchain, metaverse development, ICTs for development, equitable access to finance and digital tools, sustainability challenges in the technology space, and cybersecurity.

May-Ann has worked with many global, regional and local organisations, such as APEC, ASEAN, PECC, INTERPOL, Council of Europe (CoE), the United Nations Institute for Disarmament Research (UNIDIR), the UN Office of Drugs & Crime (UNODC), FELEBAN in Latin America and the Asia Internet Coalition (AIC), on thought leadership development, government outreach and stakeholder engagement efforts.

May-Ann is appointed to the Singapore Data Protection Appeal Panel 2019 – 2023 (2 terms), and sits on various international agency task forces, such as the World Bank Group’s Cloud & Data Infrastructure Private Sector Advisory Committee, World Economic Forum (WEF)’s Digital ASEAN Taskforce, the Data & Jurisdiction Team for the Internet & Jurisdiction Policy Network.

A strong advocate for career coaching, inclusive education and digital policies, May-Ann also volunteers as a youth mentor with Advisory Singapore, and is the Chairman of non-profit organisation, Engineering Good, which focuses on assistive technology and digital inclusion of the underprivileged and disabled. An active dive instructor, May-Ann also organises sea clean-ups and advocates for ocean sustainability.

Prof. Dr. Virgel Binghay

Professor & Co-Founding Member of AHDO

University of the Philippines

Prof. Dr. Binghay is a faculty member at the School of Labour & Industrial Relations, University of the Philippines (UP), with the highest faculty rank, where he teaches graduate students, mostly HR professionals, about various facets of strategic people management at the workplace and societal levels. Likewise, he is the institution’s concurrent Quality Assurance Officer. Apart from academic teaching, he serves as the Center for Industry Productivity & Competitiveness Director and as an Arbitrator handling labour cases at the National Conciliation & Mediation Board of the Philippines’ Department of Labour & Employment.

Before venturing into academia, Prof. Dr. Binghay held the Chief HR position in several private organisations in the Philippines. His contributions to the HR field have earned him the respect of HR practitioners and academics, as one of the Philippines’ leading HR thought leaders. He is widely recognised for his expertise in strategic HR, total rewards, organisational strategy and development. As a Sociocultural Anthropologist, Prof. Dr. Binghay bridges the gaps between corporate sub-cultures, further enhancing organisational capabilities and innovation as a Behavioural Trainer.

Prof. Dr. Binghay has been at the forefront of organisational development and transformation for almost four decades. With a storied career from 1984, he has become a cornerstone in the field, offering a range of dynamic and impactful interventions to an impressive portfolio of over 450 clients as their consultant. His expertise is not just limited to one sector; he has profoundly influenced private and public realms across industries.

Prof. Dr. Binghay has been a guiding light for countless professionals throughout his illustrious journey. From eager workers at the onset of their careers to seasoned supervisors, from innovative managers to top-tier executives, his learning and development sessions have been a crucible for leadership and professional growth. His programs are not just training sessions; they are transformative experiences that have shaped the careers of thousands. As an author, he contributed books and articles aimed at helping to enrich the scholarly landscape.

Prof. Dr. Binghay was Chair of the Research Committee of the People Management Association of the Philippines, and he has been a Co-Investigator of Fairwork – A global research led by the University of Oxford. Throughout his academic career, Prof. Dr. Binghay has been a fervent presenter at international conferences in the Philippines, Australia, Japan, Germany, Austria, Canada, India, Indonesia, Malaysia, France, Timor Leste, Portugal, Brunei, China, New Zealand, Singapore, Hong Kong, Spain, South Korea, Sweden, Peru, Russia, Myanmar, Mexico, Italy, Brazil, USA, Taiwan, Macau, South Africa, Netherlands, Thailand, United Kingdom, Maldives, and Vietnam.

Prof. Dr. Binghay is a sought-after subject matter expert on TV and radio shows. He received several accolades, including the HR Leadership Award from the World HR Congress, the International Publications Award, the One UP Professorial Chair Award, the UP-Faculty Grant Award, the Diamond Jubilee Professorial Chair Award, Best Alumni Award in the field of Labour Education and Research, amongst others. He is also a member of the prestigious Pi Gamma Mu and several professional organisations, including the ASEAN Human Development Organisation (AHDO).

Keith Sonderling

Commissioner

U.S. Equal Employment Opportunity Commission (EEOC)

Keith E. Sonderling was confirmed by the U.S. Senate, with a bipartisan vote, to be a Commissioner on the U.S. Equal Employment Opportunity Commission (EEOC) in 2020. Until January of 2021, he served as the Commission’s Vice-Chair. His term expires July of 2024.

The EEOC is the federal agency responsible for enforcing federal laws that make it illegal to discriminate against a job applicant or an employee because of the person’s race, color, religion, sex, pregnancy, sexual orientation, gender identity, national origin, age, disability, or genetic information. The laws apply to all types of work situations, including hiring, firing, promotions, training, wages, benefits, and prevent harassment and retaliation.

Prior to his confirmation to the EEOC, Commissioner Sonderling served as the Acting and Deputy Administrator of the Wage and Hour Division at the U.S. Department of Labor. Before joining the Department of Labor in 2017, Commissioner Sonderling practiced Labor and Employment law in Florida. Commissioner Sonderling also serves as a Professional Lecturer in the Law at George Washington University Law School, teaching employment discrimination.

Since joining the EEOC, one of Commissioner Sonderling’s highest priorities is ensuring that artificial intelligence and workplace technologies are designed and deployed consistent with long-standing civil rights laws. Commissioner Sonderling has published numerous articles on the benefits and potential harms of using artificial intelligence-based technology in the workplace and speaks globally on these emerging issues.

Immediately before his confirmation to the EEOC, Commissioner Sonderling served as the Acting and Deputy Administrator of the U.S. Department of Labor’s Wage and Hour Division. The Wage and Hour Division administers and enforces federal labor laws, including the Fair Labor Standards Act, the Family and Medical Leave Act, and the labor provisions of the Immigration and Nationality Act. During his tenure, the Division accomplished back-to-back record-breaking enforcement collections and educational outreach events.

Commissioner Sonderling also oversaw the development and publication of large-scale deregulatory rules and authored numerous Opinion Letters, Field Assistance Bulletins, and All Agency Memorandums. Additionally, he was instrumental in developing the Division’s first comprehensive self-audit program, which collected more than $7 million for nearly eleven thousand workers.

Before his government service, Commissioner Sonderling was a partner at one of Florida’s oldest and largest law firms, Gunster. At Gunster, he counseled employers and litigated labor and employment disputes. In 2012, then-Governor Rick Scott appointed Commissioner Sonderling to serve as the Chair of the Judicial Nominating Committee for appellate courts in South Florida. Commissioner Sonderling was also active in the community, serving on the Board of Directors for Morse Life Health System, the Boca Raton Chamber of Commerce, and Leadership Florida. Commissioner Sonderling received his B.S., magna cum laude, from the University of Florida and his J.D., magna cum laude, from Nova Southeastern University.
